Mumbai: The Mumbai Metropolitan Region Development Authority (MMRDA) has withdrawn a controversial eligibility condition from two Metro Line 4 tenders after contractors raised objections, prompting concerns over restricted competition.The condition, introduced in tenders CA310 and CA302 for architectural finishing, plumbing, façade and pre-engineered building (PEB) works at several Metro Line 4 stations, barred contractors already executing two or more similar Mumbai Metro packages from participating in the bids. Contractors argued that the clause unfairly limited competition by preventing experienced metro contractors from bidding for the projects.Following reports highlighting the issue and representations from bidders, MMRDA issued an addendum on June 5, deleting the condition from both tenders. The corrigendum and clarifications were uploaded on the tender portal on June 11, while the bid submission deadline was extended to June 25.The tenders relate to architectural finishing and plumbing works at 10 stations on Metro Line 4, the 32.3-km corridor connecting Wadala, Ghatkopar, Mulund, Thane and Kasarvadavali. The scope includes architectural finishing, plumbing, interior façades, roofing and entry-exit structures.Contractors contended that the restriction was unusual and could have reduced bidder participation, potentially affecting competitiveness and project execution. With the clause now removed, industry players expect wider participation in the bidding process.MMRDA officials said the revision was made through the standard tender clarification process, and interested bidders have been informed through the updated tender documents.
