New Delhi: To encourage property owners in unauthorised colonies to regularise built-up areas under PM-UDAY scheme, Municipal Corporation of Delhi (MCD) has approved a 75% rebate on regularisation charges till Oct 31. The concession will apply to constructions completed before April 2026.Standing Committee chairperson Satya Sharma said the rebate would continue beyond Oct 31 if Delhi govt directs MCD to extend the deadline.“Keeping in view the financial condition of people living in these areas, MCD has decided to provide relief in regularisation charges so that more people can get the constructed area of their property regularised,” said an official.Officials said the move is expected to bring down the effective regularisation charges to around 10%.PM-UDAY scheme was launched in Oct 2019. Responsibility for regularisation of built-up structures was transferred from Delhi Development Authority (DDA) to MCD in April 2026, while Delhi govt’s revenue department was made responsible for issuing ownership rights and conveyance deeds.Delhi has 1,511 unauthorised colonies covered under PM-UDAY Act, with an estimated population of 44.7 lakh. While DDA has issued around 40,000 conveyance deeds or authorisation slips, response to the building regularisation component has remained poor.According to MCD’s Swagam portal, only seven applications have been received since the process was transferred to the civic body, of which five were rejected due to deficiencies.Sources said that against a target of granting ownership rights to more than 15 lakh property owners, less than 1% have so far come forward despite repeated simplification of procedures and reduction in charges.“Property owners in unauthorised colonies have been reluctant to come forward for various reasons, including the fees involved and complications arising from multiple ownership of a single property,” a source said.MCD said regularisation charges have now been rationalised into four categories: compensatory regulatory charge, construction and demolition charge, development charge, and administrative/IT charge.Several charges under UBBL-2016 for constructions existing up to April 6, 2026, were abolished from Aug 20, Sharma said. These include permit and plinth fees, betterment charges, levies, pre-occupancy charges and penalties for unauthorised construction. Labour cess is also excluded from the regularisation charges.
