Panaji: Govt has collected Rs 1,143.87 crore as GST revenue in Goa from April to Aug, which is well below the target set by office of the commissioner of central GST (CGST) for the state. Total domestic GST collections for Sept stood at Rs 494 crore, showing a 7% decline compared to Rs 533 crore recorded in Sept 2025.“We have a moving target and an annual target. Currently, we are short of the target, around 10-11% short,” said central GST commissioner Subodh Singh. Goa has a “stiff and challenging” target of Rs 3,100 crore of annual GST collection for the financial year, said Singh.The information was provided as part of an outreach programme organised by CGST Goa commissionerate.During the April–Sept period, total domestic GST revenue collected across central and state jurisdictions in Goa was Rs 3,544 crore, of which CGST accounted for Rs 1,218 crore, SGST accounted for Rs 1,446 crore, and IGST stood at Rs 880 crore, marking a slight overall decline of 1.2% compared to the same period last year.Goa’s state GST collection stood at Rs 200 crore in Sept, reflecting a 4% growth compared to Rs 193 crore in the same month last year.CGST additional director general Sumit Kumar said there is “miscommunication” surrounding taxes and charges on UPI transactions, clarifying that GST applies to merchant transactions and not routine person-to-person transfers.Kumar said that many taxpayers are asking for information on the proposed MDR charges on UPI transactions and the tax implications, which the department is responding to.“Right now we haven’t seen much of a problem from the merchants regarding the MDR,” Kumar said.Queries about tax grievances have also been raised by CGST taxpayers in Goa. The GST commissioner is holding meetings with trade bodies and industry bodies to address the concerns and grievances. Grievances are responded to within three days for Goa and Pune.Kumar also met officials of Goa Shipyard Ltd to understand the taxation challenges faced by the shipping industry right from the time the order is placed for the vessel to delivery of the vessel.Singh said that some of the offshore and onshore casinos fall under the state GST bracket while some are under the central GST bracket. “All those defaulters that we have noticed, we have issued notices to them. We are following them up. As far as the casinos are concerned, whenever they are not paying their tax, then the action becomes due from our end. The due process of law is followed,” said Singh.Kumar said that the tribunal for GST is active with the circuit bench hearing cases pertaining to indirect tax grievances in Goa. As of Sept 30, 2026, Goa recorded 51,419 active GSTINs (21,088 under central jurisdiction and 30,331 under state jurisdiction).
