Kolkata: Kolkata Police will set up a Divisional Crime Record Bureau, or DCRB, in every police division of the city to improve digital crime record management and coordination.The move follows guidance from the Union home ministry under the Interoperable Criminal Justice System. The DCRB has been modelled on the National Crime Records Bureau and the State Crime Records Bureau.The order was issued through a circular by commissioner of police Ajay Nand at Lalbazar on Tuesday.The DCRB will work as the nodal agency at the divisional level for collecting daily crime data, preparing analysis, and monitoring digital systems used by police and courts.It will monitor platforms such as CCTNS, eSakshya, e-Summons, MedLeaPR, e-Forensics and Nyay Shruti. These systems are used for crime reporting and detection, digital evidence collection, court summons, forensic tracking, medical report uploads, post-mortem records and virtual court hearings.The bureau will also work to reduce delays in cases, improve data accuracy and ensure better coordination with the NCRB and the SCRB.The joint commissioner of police (legal) will be the overall nodal officer for the DCRB across Kolkata. Each divisional bureau will function under the administrative control of the deputy commissioner of police of that division.Day-to-day work will be handled by an officer-in charge of the rank of sub-inspector. Each bureau will have eight sanctioned staff members, including one sub-inspector, three assistant sub-inspectors and four constables.Police headquarters said the staffing pattern may be changed later depending on workload and the expansion of digital systems.The DCRB will act as a link between police stations and agencies such as courts, public prosecutors, forensic laboratories, hospitals and correctional homes.An officer said that if police station staff face software problems or delays in digital work, the DCRB will provide first-level technical support. If the issue cannot be solved at the divisional level, it will be sent to the Crime Records Section of Kolkata Police or the State Crime Records Bureau.Officers-in charge of all police stations have been asked to fully cooperate with their DCRBs. They must ensure that investigating officers upload case records on time and clear pending entries without delay.The DCRB will also carry out regular audits and physical checks of police station registers to ensure that records are accurate. It will conduct training sessions to improve the digital skills of field officers.Each bureau will prepare regular reports for its divisional deputy commissioner of police. These reports will cover software use, pending digital work, technical errors and training progress.
