Panaji: The state cabinet on Thursday approved a common cadre for Group ‘C’ and ‘D’ employees of the North Goa collectorate, South Goa collectorate, Kushavati district collectorate, and the directorate of settlement and land records (DSLR), all under the revenue department. The move will allow employee transfers between the three districts, which were previously not permitted.Presently, revenue administration is managed by the revenue department at the secretariat level, and by the North Goa, South Goa and Kushavati collectorates, along with the DSLR at the district level. Each functions as a separate establishment with its own recruitment and service conditions. The cabinet said that each establishment has its own staff strength finalised and separately notified by govt.Recently, govt has created a third district for which the establishment of the administrative setup is currently under way.The cabinet said that Group ‘C’ and Group ‘D’ employees working in various offices under the revenue department (excluding the secretariat) and holding similar posts are currently governed by three different authorities. Despite performing similar duties, they maintain separate seniority lists within the same cadre or promotional line. As a result, they cannot be transferred between offices within the department, it said.“If an employee is transferred from one office to another, such transfer must be effected under the provisions of the fundamental rule, which requires the employee to forfeit his or her seniority and be placed at the bottom of the seniority list, irrespective of the number of years of service already rendered,” the cabinet said.Govt has been pursuing measures to improve administrative efficiency, rationalise human resources and ensure optimum utilisation of available manpower. A common cadre enables uniform personnel policies, equitable career progression, better manpower planning and greater operational flexibility.Govt has decided to create a unified revenue department with a common cadre (outside the secretariat) to improve administrative efficiency and accommodate the newly formed district.
