Panaji: Chief minister Pramod Sawant said on Wednesday that once implementation is smoothened out of the “anywhere registration” system for sale deeds, state govt wants to implement the same system in the transport department. He was speaking while inaugurating the “anywhere registration” system which allows sale deeds and other property-related documents to be registered at any sub-registrar office within the same district.“Once this is implemented, I was discussing with the officials whether we will be able to implement the same in the transport department. We can even implement it in the deputy collector’s office,” said Sawant.He said that the system of anywhere registration for sale deeds will reduce pendency, lead to faster disposal of documents, and improve productivity of sub-registrar’s offices.Sawant said that the system is initially being implemented on a trial basis and will be smoothened out as the issues emerge.“This is a people-centric programme we have launched. When we start out, some have the habit of highlighting negative news even if there are some minor issues. Our press brothers should not listen to such elements and write negative news about it. When we are implementing it, there may be a lot of errors, which will be resolved by the NIC and IT department as we go forward,” said Sawant.He said that state govt has taken up the work of upgrading infrastructure in sub-registrar offices.“Many times, we upgrade various other infrastructure, but we tend to ignore govt offices, which are revenue earning for us. We are focusing now on revenue-earning departments like sub-registrar offices, deputy collectors offices, and upgrading their infrastructure and technology in a big way,” said Sawant.He said that the registration department is a revenue earning department for govt and particularly in areas where there is more demand for land, there is rush for registration, like in Bardez, Pernem, and Tiswadi.“Here, we saw long wait periods for registration and it took forever for one’s turn to come. It was felt all the more when marriage registrations were delayed. So when people raised the issue, we decided to work on the solution. We are the third state in the country to implement this anywhere registration. We think that more use of technology will mean reduction in manpower. But if we deal well with people, people will prefer to go to the sub-registrar where they are treated better,” said Sawant.He said that these reforms will also help senior citizens and those living abroad, as the uncertainty on when their turn will come up will be removed.
