Kolkata: Even 48 hours after the deadline set for submitting a draft report on the findings of the ongoing delimitation survey for Kolkata, no report was submitted at KMC till Tuesday evening.According to a KMC official, though discussions and reviews started on the preliminary findings of the survey on Monday, no report was tabled till Tuesday. According to an earlier plan, the draft report was supposed to be submitted by July 27, following which the final report would be submitted to the state urban development and municipal affairs department by July 31.After CM Suvendu Adhikari’s prod for initiating a delimitation process, keeping in mind the formation of a civic board in Dec following polls by the end of Nov, KMC formed the Central Delimitation Committee (CDC). The CDC, in turn, entrusted the borough delimitation committees to undertake a field-level survey of ward-wise population and do verification of the notional boundaries of the proposed wards that will undergo change after a KMC-run delimitation process is completed.“The committee would need not only to revise ward-wise areas, but to bring parity as far as the number of voters is concerned. We have been asked to keep the number of voters within the 16,000-18,000 limits. The limit may go under a change under special circumstances,” a civic official told TOI.Some of the wards that are likely to be split include 58, 65, 66, 108, 109, 78, 80, 142, among others. According to a KMC official who is a member of the committee, the boundlessness of these wards has created administrative hurdles for the civic board. If the state accepts some of the proposals of the CDC, some of the chosen wards will give birth to 6-8 new wards. The official said while the standard practice has been to keep the boundary of a ward within one square kilometre, several large wards that are likely to be split have an area exceeding eight square kilometres.
