Pune: State govt has directed the cooperation, revenue, land records and registration departments to work together to accelerate deemed conveyance for nearly 67,000 cooperative housing societies, ensuring ownership transfers are promptly reflected in land records.Revenue minister Chandrashekhar Bawankule issued the directions during a review meeting at Mantralaya on Tuesday, focusing on issues faced by housing societies, particularly those pursuing redevelopment and self-redevelopment. MLAs Pravin Darekar and Sanjay Kelkar were also present.According to cooperation commissioner Deepak Taware, Maharashtra has around 1.27 lakh cooperative housing societies, of which nearly 67,000 are yet to obtain deemed conveyance. About 20,000 societies have received conveyance deeds directly from builders, while another 20,000 have secured deemed conveyance orders. Around 20,000 societies are located govt land, with the rest either at various stages of the process or yet to apply.“Govt is now working on a mechanism to speed up deemed conveyance applications and encourage societies that have not yet applied to initiate the process. Better coordination between all departments will be established to speed up this process,” Taware said.Deemed conveyance enables a housing society to secure legal ownership of land and buildings when a developer fails or refuses to execute a conveyance deed. It is a critical requirement for redevelopment and self-redevelopment projects, as clear land ownership is essential for obtaining approvals and moving projects forward.Officials said a key challenge persisted even after societies obtained deemed conveyance orders — updating ownership details in revenue records. To address this, the cooperation department is coordinating with revenue and land records authorities to ensure societies’ names are entered on property cards and in the relevant columns of 7/12 extracts.Govt is also working on integrating registration, settlement and city survey data to streamline verification and reduce duplication across departments. The initiative is expected to benefit societies planning redevelopment by ensuring clear ownership, facilitating approvals and improving access to consultants and developers.Housing federation representatives welcomed the move, saying deemed conveyance must translate into ownership reflected in official records rather than remaining merely an order on paper.Bawankule has asked the departments concerned to jointly develop an implementation framework and remove procedural bottlenecks to create a seamless process from deemed conveyance application to registration and mutation of property records.
